What is Translating?
Translating is the written process of transforming things written in a 'source' language to a 'target' language. Depending on the anticipated audience, you may require a quick translation of the basic concepts noted in a document, in order to get a general idea of their contents, or you may require a full and thorough translation of the document, as would be the case, for example, of a year-end report, company profile etc.

It is accepted in the world of translating that translators should ideally only translate INTO their native tongue. If, for some reason, it becomes necessary for a translator to translate OUT OF their native tongue, it will be necessary to have the document proof-read by someone native in the target language prior to completion. Due to this additional necessity, it is not always an efficient use of the translator, in terms of cost and time, to use a non-native translator.
